Swamp coolers make no sense to me. Parents had one in the house and you had to literally shove it full of ice and stand in front of it to feel anyhting

Swamp coolers don't work well when it's humid out, also if you want the best results the pads hafta be changed out regularly & they rust the crap outta guns, so why even bother?
 
At least here evap cooling works very well. Our day time humidity runs between 12% and 20% this year [ very dry]. And we don't get summer rain at all. We get all of our rain between Nov and April. I also don't get any rusting, guns or tools! I think it depends on where you live.
I also don't use a purge pump. I have a 1/8" purge line that is constantly purging every time the pump is running. its only a tiny amount of water but running constantly it keeps the dissolved solids from building up in the cooler, and keeps the water smelling fresh. I just ran the purge line into my wifes flowers!
